This document describes the implementation of four different pilot schemes, covering four main aspects for each pilot: the technical, legal, and governance aspects of the project, as well as the key challenges encountered during implementation.
Report on communication campaigns by POWER UP pilots
This report analyses and details the communication strategies used in the four POWER UP pilot projects to engage citizens, particularly vulnerable households, in renewable energy and energy efficiency initiatives. Pilot communication happened in Eeklo (Belgium), Rožnov pod Radhoštěm (Czech Republic), UCSA (Italy, Campania region), and Valencia (Spain).
Report on local communication materials
This deliverable provides an overview of the communication materials used or to be used by POWER UP pilots throughout their local communication activities aiming for a mobilization of and support to vulnerable households more than simple marketing of the city’s efforts in POWER UP.
National Guides for replication of social energy business models: POWER UP overview
Each National Guide presents the context for energy communities, energy sharing, local social energy business models, opportunities and challenges associated with the development of alternative social business models, and a flow chart showing the process for designing and implementing these business models.
Policy recommendations from the ground for a fair energy transition
Drawing upon the experiences of six municipalities involved in the POWER UP project, this report presents policy recommendations framed at both, the local and national level.
Engagement strategies: Getting buy-in from and for households in energy poverty
As they advance on giving life to their respective new energy service (based on different business models), the POWER UP
cities want to extend the circle of beneficiaries. This is why each of them has drafted an engagement strategy.
Alleviating energy poverty: Mitigation measures in 4 POWER UP pilots
This report describes the efforts undertaken in the four pilot sites to organize these energy poverty mitigation measures. Per pilot, it gives an overview of the activities organized (description of activities and number of participants), the topics covered (content), the practical approach and methodology (invitation, location, format), and the insights gained through the organisation of the measures (standard evaluation form and additional reflections). As the pilot implementation is still ongoing, more energy poverty mitigation measures are to come in the next months.
Funding opportunities for energy efficiency and energy community projects
One of the key issues in identifying solutions to tackle energy poverty is related to their sustainability over time and the possibility of involving vulnerable households without creating a financial burden for them. This report gives an overview of the approaches chosen by POWER UP pilots using different funding and business models to ensure their long-term sustainability.
Financial and commercial business cases of 4 pilot areas
This report analyses the financial and commercial business cases of the four pilot areas involved in POWER UP. Their pioneering work may be useful to other local authorities wanting to launch renewable energy services for vulnerable people. Being able to accurately model and forecast how energy activities will impact costs, benefits and risks for anyone involved is an important skill.
